The answer is yes, In-bulletin utilizes windows-style permission system built-in into In-portal, so you can set categories specific permission for individual user groups or users themselves.

In regards to your second question, yes - In-portal Site Package includes In-link3, In-bulletin and In-newz modules and cost $295. All language packs are free for download when you own software license.
