I am trying to register as a contributor so I can start reporting bugs and help with In-Portal development. When I tried to sign up, I get "No Permission". Do I need to use a different user name a password for the Developers side that I use for the users side?

Any more details you can provide? Better yet exact steps that you did to register, e.g.
1. go to http://... website
2. click on "Press Me" link
3. entered that
4. got this

If you can shoot a video, then it would also be good.

Also there is no need to perform registration to use http://www.in-portal.org/ website. You can login with same credentials as on http://www.in-portal.com/ .
