In Directory users of MEMBER group unable to Suggest Category and get error message "You do not have access to perform this operation". The only to change user to ADMIN group alloud him to Suggest Category In Directory.

The News and Forums alloud any user to Suggest Category.

Some thing wrong with Suggest Category In Directory for regular In-Portal members.

Please check In-portal module Permissions set for Member group on default Directory category.
